Implementation Mechanism
Youth development work covers a wide range of policy areas and stretches across the work of different policy bureaux. In view of this, the Government established the Youth Development Commission (YDC), chaired by the Chief Secretary for Administration, in 2018. Apart from non-official members, there are also nine Directors of Bureaux serving as ex-officio members1. The YDC is responsible for enhancing policy co-ordination within the Government and enabling a holistic and more effective examination of and discussion on issues of concern to young people, while promoting cross-bureaux and cross-departmental collaboration in the implementation of policy initiatives agreed by the YDC. In addition, to promote youth development work in a more effective manner, the current-term Government has re-organised the former Home Affairs Bureau into the HYAB, which is tasked to co-ordinate various bureaux in formulating an overall youth policy and the Blueprint, setting policy objectives and priorities for youth development, and creating opportunities for upward mobility for young people.
To facilitate the effective implementation of the Blueprint, we have the following measures to strengthen the internal co-ordination of youth work and enhance the implementation mechanism:
