- The Department of Justice (DoJ) will launch the Rule of Law Education “Train‑the‑Trainers” Programme to develop specialised courses and training manuals in collaboration with relevant organisations and stakeholders, and arrange for accredited trainees to participate in rule of law education activities organised or supported by the Government
- Continue to organise various education programmes on the rule of law for young people and the general public to strengthen their law-abiding awareness on all fronts, and to enhance the understanding of various sectors and young people on the principles of the rule of law and the legal system (including the common law system of Hong Kong)
Strengthen co-ordination of different sectors (including the Government, schools, business sector and non-governmental organisations (NGOs)) and rationalise their life planning work; and improve life planning activities to provide students with comprehensive, in-depth and sustainable guidance and support
- The Government will play the role of facilitator in strengthening co-operation among schools, business sector and NGOs, enhance relevant guidelines to create synergy across programmes within and beyond campus
- Encouraging government departments and professional grades to form youth groups to guide young people to learn about different professions

Through the strategy of fostering industry-institution collaboration and diversified development, promote VPET as a pathway parallel to conventional academic education to provide diversified learning and employment opportunities for young people
- Enhancing and expanding subsidy schemes that target self-financing post-secondary programmes to encourage the development of more applied learning programmes
- Exploring the introduction of more applied degree programmes
- Launching the Diploma of Applied Education Programme on a regular basis

- Continue to promote deeper and wider exchange under the Sister School Scheme in secondary schools
- Continue to enhance and promote student exchange programmes in the Mainland
- Providing students with opportunities of study tour in the Mainland under the senior secondary subject of Citizenship and Social Development
- Enhancing the existing Scheme for Subsidy on Exchange for Post-secondary Students and further promote the Funding Scheme for Mainland and Global Engagement and Student Learning Experience of the University Grants Committee (UGC)
- Enhancing the depth and breadth of HYAB’s various funding programmes, for example collaborating with more official cultural and scientific research institutions in the Mainland to organise the Thematic Youth Internship Programmes to the Mainland, and incorporating visits to China’s overseas projects in selected overseas exchange programmes to help young people appreciate our country’s contribution to global development
- Expanding the quota under the Scheme on Corporate Summer Internship on the Mainland and Overseas
- Providing more internship placements in Mainland Offices and overseas Economic and Trade Offices (ETOs)
- Strengthening the communication and cooperation of relevant bureaux to ensure that respective programmes within and beyond campuses are carried out effectively and achieve synergy
- Formulating guidelines of good practices for youth internship and exchange activities outside Hong Kong
