The Home and Youth Affairs Bureau (HYAB) released the Youth Development Blueprint (Blueprint) in December 2022, in which over 160 specific actions and measures were put forward. Since the release of the Blueprint, the HYAB has been taking forward and coordinating youth development work with various policy bureaux at full steam to implement some 160 measures under the relevant policy areas as set out therein. As at January 2024, around 50 measures have already been completed with remaining measures progressing well towards the set targets.

The Blueprint, being an important framework document formulated by the Government for promoting youth development, sets out a clear policy direction and provides effective guidance for bureaux and different sectors of the community alike in taking forward youth development work. The Government will continue to review youth-related initiatives as appropriate and introduce new measures to address specific areas in light of the latest development and needs in the society. Since the release of the Blueprint, relevant bureaux have put forward about 60 new measures in light of the latest development in the society and among the youth, so as to ensure that the initiatives in the Blueprint are progressing with the times and can consistently respond to the evolving needs of young people.
